Scheme
The subject of the defence of Hong Kong is still under consideration, and until a general scheme of defence has been approved by His Majesty's Government, complete and final plans cannot be prepared and communicated to the Colonial Government, nor can it be definitely stated where additional works, if any, would be placed.
The Commanding Royal Engineer has, however, been instructed to survey sites for batteries at the West End of Stone Cutlers Island, and in the vicinity of Belchers Point.
It is probable also that, besides
